News Summary

The Rhode Island Department of Children, Youth, and Families has disclosed shocking incidents of child maltreatment, including serious injuries to two children. A two-year-old is near death and a 15-year-old was under DCYF supervision during a separate incident. As investigations unfold, the community is urged to report suspected abuse or neglect. Recent cases highlight significant challenges within the DCYF and the urgent need for greater transparency and awareness.

Providence, Rhode Island – DCYF Reports Child Maltreatment Incidents and Fatalities

The Rhode Island Department of Children, Youth, and Families (DCYF) has reported multiple child maltreatment incidents, including serious injuries to a two-year-old child and a 15-year-old youth. The shocking incidents have raised concerns over child safety and oversight. On November 10, 2024, a two-year-old child was reported near death due to maltreatment, while a separate incident involving a 15-year-old occurred on May 6, 2025. At the time of the latter incident, the 15-year-old was under the supervision of the DCYF.

In the case of the two-year-old, the family had no prior involvement with the DCYF. Although the specifics of the incidents remain confidential due to legal protections, the Office of the Child Advocate has been notified for further investigation. Rhode Island law mandates that individuals who suspect child abuse or neglect report their concerns to the hotline 1-800-RI-CHILD within 24 hours.

Additional Child Abuse Cases

In a related case, Joao Resendes, a 25-year-old man from Pawtucket, has been indicted on charges of second-degree murder and second-degree child abuse in connection with the death of a one-year-old boy named Santiago Ledo. The grand jury’s indictment upgraded earlier accusations of manslaughter and multiple counts of child abuse and endangerment against Resendes.

Resendes allegedly abused Santiago Ledo on several occasions between January 14 and February 11. The one-year-old was discovered unresponsive in a Pawtucket apartment, displaying significant bruising on his face, and was pronounced dead after being taken to Hasbro Children’s Hospital.

These recent developments come alongside the report of another tragic case. A 10-month-old child died in Providence on August 6, with previous DCYF involvement noted in the family history, although not at the time of the death. The investigation into the child’s fatality concluded that maltreatment was a contributing factor.

Overview of DCYF’s Role and Response

The DCYF plays a crucial role in monitoring and protecting vulnerable children in the state. Their responsibilities include responding to reports of child abuse and neglect, providing support services to families, and collaborating with other agencies to ensure the safety of children. The recent incidents highlight significant challenges faced by the department, especially concerning cases where prior interventions may not have been sufficient to prevent tragic outcomes.

While the DCYF has a legal obligation to keep certain case details confidential, the agency is under scrutiny, with many advocating for greater transparency to help better understand the situations leading to these fatalities and serious injuries.

In light of these incidents, awareness efforts are critical. Residents are urged to keep an eye out for signs of maltreatment and to report concerns immediately. Each report can potentially save a child from further harm and ensure they receive the help they need.

Conclusion

As Rhode Island continues to grapple with issues surrounding child welfare and safety, the recent reports of maltreatment incidents and fatalities urge the community and DCYF alike to remain vigilant and proactive in ensuring the well-being of children. With multiple tragic cases coming to light, it is essential for all members of society to be aware of their responsibilities in preventing child abuse and neglect to foster a safer environment for the state’s youngest residents.
