The Rhode Island Department of Human Services (DHS) announced that RIBridges, which is responsible for managing applications and eligibility for social services and health insurance, is now fully operational again, following challenges posed by the hacking incident that began in December.

The cyberattack forced DHS workers to process public benefits on paper for several weeks, significantly hampering operations. However, less than four months after the attack, DHS director Kimberly Merolla-Brito confirmed during a House Committee hearing that the RIBridges system has been restored in phases, starting in January, with updates to the HealthyRhode mobile application completed by March 29.

In the wake of the breach, the state has focused on budget allocations for the upcoming fiscal year, which starts on July 1. Key budget proposals include $31 million to replace the existing RIKidsBridge system and $62 million aimed at modernizing the Medicaid information management system. Additionally, the state is seeking $8.9 million to further develop an automated eligibility checks initiative, although this has encountered delays due to contract issues.

The impact of the cyberattack was far-reaching. A breach report indicated that personal information of about 657,000 individuals was potentially compromised, leading to acknowledgment letters being sent to 709,000 people potentially affected. The compromised data included names, addresses, Social Security numbers, and health information, raising concerns about identity theft. To alleviate potential risks, all affected individuals will receive five years of free credit monitoring and additional identity protection services.

In response to the disruptions caused by the cyberattack, DHS managed to prevent interruptions to benefit payments for clients, though challenges were reported with provider payments. Following the restoration of the RIBridges system, there has been a noted decrease in usage of both the HealthyRhode app and its customer portal, which prompted DHS to take measures aimed at rebuilding user trust and encouraging engagement with these platforms.

Concerns continue over possible reductions in Rhode Island’s Medicaid funding match rate, which could impact the efforts to modernize the technology systems necessary for public service. The breach has underscored significant vulnerabilities in public service technology and the pressing need for increased cybersecurity protections. Governor Dan McKee has urged residents to remain proactive in safeguarding their personal information and to be vigilant against identity theft, emphasizing the importance of cybersecurity in today’s digital landscape.

As Rhode Island moves to strengthen its systems following this incident, Deloitte, the firm contracted for the oversight of these services, is responsible for covering the costs related to investigation and remediation of the data breach. A call center has also been established to assist those affected, providing necessary information and support in the wake of the cyberattack.
