House Judiciary Committee probes Ivy League universities over price-fixing allegations.
The House Judiciary Committee has issued subpoenas to Brown University and the University of Pennsylvania amid an investigation into alleged price-fixing practices among Ivy League schools. The inquiry follows accusations of inflated tuition fees and selective financial aid offerings to maximize profits. Subpoenas have also been sent to other Ivy League institutions, while the universities face ongoing scrutiny over their financial practices and handling of campus antisemitism. Both institutions must comply with the subpoenas by July 22.
The subpoenas were dispatched separately to Brown University President Christina H. Paxson and University of Pennsylvania President J. Larry Jameson, demanding relevant documentation and communications related to this issue. These actions come on the heels of a similar subpoena sent to Harvard University in June, illustrating a broader scrutiny of Ivy League schools. In addition to Brown and Penn, the committee has also sent demand letters to five other Ivy League universities: Dartmouth College, Princeton University, Columbia University, Cornell University, and Yale University. However, it remains uncertain whether these institutions will receive subpoenas.
The House Judiciary Committee initially requested documents from Brown and Penn in April, but findings indicated that the institutions’ responses were insufficient. Since that original request, Brown’s legal representatives have submitted over 140 documents to the committee. Brown University contends it has complied with over 90% of the committee’s requests, emphasizing its dedication to independent decisions regarding tuition and financial aid.
The University of Pennsylvania has also been active in its response, having submitted more than 1,300 documents. However, the committee noted a lack of numerous external communications in the submissions. Penn stated that it has engaged promptly with the committee’s inquiries, providing more than 8,000 pages of documentation.
The investigation into Ivy League institutions coincides with growing concerns about their handling of antisemitism on campuses. Notably, these universities are also facing potential significant reductions in research funding from various federal agencies. Brown University, in particular, has disclosed an operating deficit of $41.9 million for the fiscal year 2024 and has taken a $300 million term loan. Additionally, in March, the university enacted a hiring freeze due to uncertainties surrounding federal funding cuts and ongoing investigations.
In a related move, the Trump administration has proposed to block $510 million in federal contracts and grants to Brown University due to concerns regarding antisemitic activities. Following the issuance of the subpoenas, Brown University’s leadership announced forthcoming financial measures, including widespread spending cuts across services and the implementation of changes to graduate student admissions. Amidst this challenging financial landscape, leadership at Brown, including President Paxson, is set to take a 10% salary reduction.
Both Brown University and the University of Pennsylvania must comply with the subpoenas by July 22. The House Judiciary Committee emphasized the importance of these documents in potentially informing future legislative reforms concerning higher education institutions.
As this investigation unfolds, Ivy League universities grapple with numerous implications, ranging from increased scrutiny over their financial practices to heightened pressure regarding their social responsibilities on campus.
