The remaining licenses will be available to the general public.
The application process for retail licenses will involve a merit-based screening, followed by a lottery system to select applicants. To apply, prospective businesses must pay a $7,500 application fee alongside a $30,000 licensing fee. Licenses will be distributed evenly across six geographic zones, with a maximum of four stores permitted in any one zone.
To qualify as a social equity applicant, individuals must demonstrate at least 51% ownership of the proposed business and prove residency in designated areas that have been disproportionately affected by past cannabis legislation. The CCC remains committed to refining the criteria for social equity applicants as the industry evolves.
The public has an opportunity to engage in the regulatory process by participating in a survey expressing interest in obtaining retail cannabis licenses. This initiative aims to gather insights from Rhode Islanders, especially those interested in entering the adult-use market.
