The sales figures encompass all cannabis retail and wholesale transactions in the state from April 1 to June 30. The growth follows significant changes in the regulatory framework governing the cannabis industry, which took effect on May 1, 2025.

New Regulations Enhance Oversight

On April 11, 2025, the Rhode Island Cannabis Control Commission (CCC) approved final regulations aimed at establishing a structure for both adult-use and medical cannabis. These regulations mark a significant transition in oversight, moving control from the Department of Business Regulation to the CCC.

The newly created Cannabis Office, headed by Administrator Michelle Reddish, will manage the daily operations of the cannabis industry. This office was formed to implement regulatory practices informed by 381 public comments and extensive feedback from stakeholders.

Among the key components of the regulations are provisions addressing enforcement, licensing, business operations, and personal and medical cultivation. The CCC has placed an emphasis on creating a transparent and equitable market, which is reflected in the establishment of the Social Equity Assistance Program. This initiative aims to address historical harms caused by cannabis prohibition.

Safety Standards and Taxation

The newly implemented regulations also enforce stringent safety standards and compliance measures designed to ensure quality control and consumer protection. In addition to new compliance measures, consumers aged 21 and older can legally purchase recreational cannabis from licensed retailers, with sales having begun in May 2022.

A notable aspect of the sales framework is the taxation of recreational cannabis, which includes Rhode Island’s standard 7% sales tax, a 3% local tax, and a newly established 10% cannabis tax, culminating in a total tax rate of 20%. Revenue generated from these taxes is allocated not only to fund the marijuana program but also to support substance use prevention efforts.

The CCC has indicated that new retail cannabis stores will not open until the licensing process is finalized, which is expected to take between 12 to 18 months. Medical cannabis patients will continue to benefit from a different tax structure compared to recreational buyers, as medical marijuana is only subject to the 7% sales tax. Additionally, starting March 1, 2025, the state will cease accepting out-of-state medical cards to prevent potential market diversion from out-of-state patients.
