Rhode Island has commenced a groundbreaking statewide study focused on climate resilience, with a budget of $750,000 allocated for an extensive analysis of the state’s vulnerable coastline. The Rhode Island Infrastructure Bank, in collaboration with the Department of Environmental Management (RIDEM), has engaged the services of the global consultancy firm Arup to undertake this significant initiative, marking the first comprehensive study of its kind in the state.

The study aims to assess the effects of climate change on over 400 miles of Rhode Island’s coastline. Important areas of focus will include sea level rise, increased storm frequency, and changing temperature patterns in both air and water. It is crucial to understand these factors as they directly impact local ecosystems, infrastructure, and overall community resilience. Furthermore, the analysis will address potential changes in biodiversity resulting from these climate impacts, highlighting the urgent need for adaptive strategies.

In addition to identifying vulnerabilities, the study will recommend mitigation and resilience measures and explore potential financing strategies for future infrastructure projects. The selection of Arup for this role followed a competitive public bidding process, ensuring that the state enlisted a reputable firm well-versed in such studies. Arup will be collaborating with specialized firms including Fuss & O’Neill for engineering insights, CIVIC for design expertise, and economic development consultant Camoin Associates to round out the analysis with a financial perspective.

This statewide study builds upon Rhode Island’s ongoing Municipal Resilience Program, which has previously awarded over $24 million towards local resilience projects. In 2024, a new state law was enacted mandating the development of a comprehensive plan to evaluate climate risks extending to 2100, solidifying the state’s commitment to climate-smart infrastructure.

As part of the outreach for this study, community forums will be organized to allow public participation and input concerning climate risks that may affect local communities. The next meeting is scheduled for July 17 in East Providence, providing a platform for residents to share their concerns and thoughts on the future of coastal resilience in Rhode Island.

The initiative has garnered significant attention, with key stakeholders recognizing the critical nature of this work. The urgency of understanding infrastructure solutions for enhanced coastal resilience has been emphasized, as local communities face increasing threats from climate change. Alongside this study, ongoing community workshops will engage local stakeholders and facilitate feedback on the proposed strategies and findings.
