The expiration of these credits is estimated to add an extra 10% to the request for rates from Blue Cross & Blue Shield of Rhode Island (BCBSRI) for individual market plans.

BCBSRI, which is the largest private health insurer in the state, reported an alarming 20% increase in healthcare spending over the past two years and a net loss of $115 million for 2024. In response to financial pressures, the company has reduced its workforce by 3% and has decided to increase payments to primary care providers.

Annual Rate Review Process

OHIC conducts an annual review of health insurers’ rate requests and has historically approved lower rates than those requested by insurers. This practice has garnered both consumer savings and criticism from insurance providers. However, this year, the attorney general’s office will not conduct independent actuarial analyses on the rate requests, a departure from its previous role in reviewing insurer filings.
