A 27-year-old man from Lincoln, Joey Marsden, was arrested on July 2 for vandalizing flags during a flag-raising ceremony that celebrated the 50th anniversary of Cape Verde’s independence from Portugal. The incident took place at East Providence City Hall and has drawn widespread condemnation from community leaders and officials.
Witnesses reported that Marsden arrived at City Hall on a moped around noon, shortly after the celebration began indoors. He was seen throwing both the American flag and the Cape Verdean flag onto the ground. Surveillance footage confirmed that he stomped on the Cape Verdean flag, an act that was perceived as offensive and disrespectful.
Following the incident, East Providence Police apprehended Marsden just a short distance away from City Hall. When officers caught him, he was found to be in possession of a 6-inch knife and a Nazi flag, raising further concerns about his intentions. Marsden has been charged with vandalism, disorderly conduct, and possession of a prohibited weapon.
The acting Chief of the East Providence Police Department, Michael Rapoza, emphasized that the department considers acts of vandalism very seriously and is evaluating the incident for potential hate crime charges. They are collaborating with the Rhode Island Attorney General’s office to determine if the circumstances warrant such enhancements to the charges against Marsden.
East Providence’s Mayor, Bob DaSilva, condemned the actions of Marsden as a despicable act of hatred, highlighting the city’s commitment to fostering a diverse and inclusive environment. DaSilva reiterated that the community has zero tolerance for such acts of hatred and vandalism, reflecting the values of East Providence.
Marsden was arraigned in court on July 3 and pleaded not guilty to all charges. He was released on a $3,000 bail and is scheduled to appear in court again on July 23. Notably, Marsden has no prior criminal record, although he has had some past violations related to driving offenses.
